摘 要
伴隨著因特網技術和現代管理學思想的浪潮，我國的軟件行業進入了穩步增長期，軟件的規模和復雜程度伴隨著各行各業信息化程度的加深在不斷的加大，為了使軟件項目能夠在有限的資源條件下按預定的成本、進度、質量順利的完成，需要對軟件項目做好各方面的管理，從而有了軟件項目管理。軟件項目管理為軟件行業的從業者們注入了新的管理思想和管理方法。由于時代的進步，更多的專業技術人才流通到各大企業，軟件行業揭開了神秘的面紗，利潤大幅度下降，同時市場競爭加劇，如何在競爭中立足，保證企業的足夠利潤空間，也成為軟件開發企業重點考慮的問題，因此成本管理日漸成為軟件開發項目的管理重點。
本文著眼于中小型軟件開發企業。首先介紹了軟件開發項目成本管理在國內外的發展及研究現狀，引入了軟件項目管理、軟件項目成本管理、成本估算、成本控制等概念，以及軟件開發項目管理中比較通用的、成熟的成本估算模型和成本控制的相關理論和方法，為萬東公司軟件開發項目的成本管理做好理論的依據。針對本軟件項目在實施工程中采用的成本估算、成本計劃、成本預算和成本控制方法進行分析，找出存在的問題及產生誤差的原因，提出改進方法，最終得出更適合自己企業及類似企業的成本管理方法，并對軟件開發項目成本管理以后的發展研究做了展望。
最后，期望自己的研究能給自己的企業帶來更大的收益，也希望自己的研究能給和自己類似企業的成本管理起到參考。

Abstract
With the developing thought of Internet technology and modern management,the software industry of our country has entered a steady period of growth , the scaleand complexity of software is constantly increasing as deeper as the degree ofinformation technology . In order to make the software successfully be completedunder the condition of limited resources, project need to do a good job in all aspectsof the software project according to the scheduled cost, schedule and quality so as thesoftware project management. Software project management has injected the newmanagement ideas and management methods to the practitioners in the softwareindustry. Due to the progress of The Times, more professional and technical peopleflowed to each big enterprise, the software industry opened the mysterious veil and asharp fall in profits, and the competition intensifies. How to stand out in competition,and ensure the enough profit space of the enterprise, also became the softwaredevelopment enterprise key considerations, so the cost management becomes a focusof software development in project management.
This paper focuses on small and medium-sized enterprises' softwaredevelopment. Firstly introduced the status of the software development project costmanagement in our country and outside, include the introduction of the softwareproject management, project cost management, cost estimating, cost control and so on,even the software development project management in the more general, mature costestimation model and the related theory and method of cost control. It will become agood theory basis for the cost of software development project of the Wan Dongcompany management. To the software used in the implementation of the project costestimation, cost plan, cost budget and cost control methods which is analyzed, theexisting problems and causes of error will be found out, and the improving methodswill be given, finally as conclusion it will be more suitable for the business and thesimilar enterprise cost management methods, and research on the development of asoftware development project cost management.
Finally, I hope my research could bring more profit to my enterprise and alsohope to give good reference to the research of similar enterprise cost management.
